Level 3 Predatory Offender Release—Community Notification Meeting
The Red Wing Police Department recently received information from the Minnesota Department of Corrections regarding Level 3 Predatory Offender Joseph Upsher.
According to Minnesota Statute 244.052, the Red Wing Police Department is releasing this information to the public. Mr. Upsher will be moving to Red Wing as of March 7, 2016. This offender is not wanted by the police and has served the sentence imposed on him by the court. A Community Notification Meeting is scheduled for Wednesday, March 2, 2016 at 6PM in the Red Wing Public Library (225 East Avenue, lower level). Representatives from the Department of Corrections and the Red Wing Police Department will be available to provide you with useful information on public safety.
